-MUNICIPAL DEPARTMENTS-

The Municipal Government under the Local Code, is mandated to create nine (9) basic offices. These offices are: Secretary to the Sangguniang Bayan, Municipal Treasury, Municipal Assessor, Municipal Accountant, Municipal Budget, Municipal Planning and Development, Municipal Engineer, Municipal Health and Municipal Registry.

As mentioned earlier, aside from the appointment of mandated officers, Cainta expanded its structure to include the following:  the General Services Officer, Municipal Legal Officer, Human Resource and Management Officer, Municipal Social Welfare and Development Officer, Municipal Agriculturist, Municipal Protection and Safety Officer, PESO/ Kabuhayan Center Officer, Cainta Settlement Officer and a Market Supervisor.

The Municipal Administrator is also appointed to coordinate the activities of the different offices/departments in the municipal. All in all, aside from complying with the mandate of the Local Code, the municipal government took advantage of the flexibility given by the Code in creating its municipal organization structure. The function of each officer is outlined below:

 

1.) Municipal Treasurer – collects all monies and revenue occurring to the municipality and disbursements thereof in accordance with duly authorized appropriation and upon properly executed vouchers bearing the approval of the proper authority. She/he exercises other fiscal-related powers and performs such other duties and functions as maybe prescribed by law or ordinance.

2.) Municipal Assessor – appraises and assesses all real properties in the municipality for taxation purposes and keeps and maintains assessments record lease and mortgages of real property, rental, insurance and cost construction of building and improvements. She/he prepares, installs and maintains a system of tax mapping showing graphically all property subject to assessment and gathers all data concerning the same.

3.) Municipal Accountant – This official is in charge of both the accounting and internal audit services.

4.) Municipal Budget Officer – provides technical and staff services to the Mayor and other local officials on budget matters, prepares the executive and special budget of the municipality, evaluates allotment request and prepares corresponding recommendations and exercise

5.) Municipal Planning and Development Coordinator – prepares the comprehensive plan and other development planning documents, integrates and coordinates all sectoral plans and studies undertaken by the different functions, groups and agencies, conduct continuing implementation of projects activities in the Municipality and exercise general supervision and control of the day activities for the MPDC office personnel and the office placed under its supervision among others.

6.) Municipal Engineer – supervises the improvement and maintenance of the municipal roads, public buildings and other infrastructure projects of the Municipal Government and Barangays, issues building permits in accordance with the National Building Code and prepares program of work and plans their implementation, among other infrastructure-related development projects.

7.) Municipal Health Officer – takes charge of the office on health services which assists the Mayor in the efficient, effective and economical implementation of health services program for the Municipality’s residents and provides technical assistance and support in ensuring the delivery of basic and provision of adequate health facilities and in the implementation of health-related projects and activities among others.

8.) Municipal Civil Registrar – develops plans and strategies about civil registry program and projects and executes the same upon the approval of the Mayor and takes charge of all the activities and related function of the civil registry.

9.) Municipal Agriculturist – formulates measures on the provision of agricultural services for SB approval and provides technical assistance and support to the Mayor in connection with implementation of the measures, develops plans and strategies on local

10.) Agricultural – researches and undertakes extension activities to local producers and assists in the establishment of demonstration farms and enforces rules and regulations relating to agriculture and aquaculture.

11.) Municipal Information Officer – assists the Mayor on the recommends to the Sangguniang Bayan matters relating to public information, provides relevant and timely information to the LGU and its residents, maintains effective liaison with various sectors of the community on matters and issues, the effect, the livelihood and the quality of life of the inhabitants and encourages support for government programs.

12.) Municipal Social Welfare and Development – develops plans on social welfare projects and implements these upon approval of the Mayor.

13.) Secretary of the Sangguniang Bayan (SB) – attends the meeting of the SB and keeps a journal of its proceeding, forwards copies of the ordinances enacted by the SB to

the Mayor for approval and furnishes certified copies of records of public property upon request of any interested party.
