PROFILE: Johnielle Keith “Kit” Pasion Nieto is a Filipino lawyer and politician currently serving as the Mayor of Cainta, Rizal. He ran for mayoralty during 2013 elections and was proclaimed winner, beating Veron Ilagan [Nationalist People’s Coalition], wife of former Mayor Mon Ilagan. He ran again this 2016 elections and won his 2nd term via a landslide victory.

Under his administration, Cainta is experiencing a resurgence in almost all positive aspects of the municipality. From Countless public service projects, continuous municipal income growth, influx of new businesses and investors, hands-on administration, plus sincerely reaching out to all his constituents.

This renaissance has attracted a flooding of volunteers and believers for change to Cainteños from all walks of life like those who are awe-struck with what Cainta has achieved in such a very short time. The Local Government Code of 1991 (LGC) prescribes the basic organization of a municipality and the town has adhered to these basics quite closely. The Code, a landmark legislation on the LGU’s, aims to diminish the over centralization of the Philippine government by providing greater latitude to the LGU’s in decision-making and the general management of local affairs.

According to the Code, “the municipality serves primarily as a general purpose government for the coordination and delivery of basic, regular and direct services and effective governance of the inhabitant within its territorial jurisdiction.” As such, it has the authority to exercise police power, power of eminent domain and power of taxation.

The mayor, in accordance with the LGC and other pertinent laws, is authorized to exercise the powers and performs such duties and functions provided for. For efficient, effective and economical governance, the mayor (per Rules and Regulations Implementing the LGC of 1991), among others:

Major duties of a Mayor under the Law:

The Chief Executive of the Municipal Government shall exercise such powers and perform such duties and functions.

A. Exercise control and supervision over all local administrative affairs in the municipality;

B. Appoint all officers and employees of the municipal government as provided for in the Local Government Code subject to CSC laws, rules and regulations;

C. Direct and supervise the execution and implementation of approved development plans;

D. Enforce laws, ordinances and resolutions, issue and necessary orders for proper enforcement and execution;

E. Ensure that all taxes and all revenues of the municipality are collected, and that municipal funds are spent in accordance with laws and ordinances;

F. Maintain direct administrative supervision and control over all economic enterprise owned and operated by the municipality.

G. Make known to the people of the municipality all general laws or government orders affecting them.

H. Enforce policies and record management relative to records creation and maintenance and perform disposal action on disposal records of the municipal government; and

I. Perform such other functions and exercise such other powers as may be prescribed by the laws or ordinances.

J. Ensures the delivery of basic services and the provision of adequate facilities as provided by RA 7160;

3.) BOOSTS ECONOMIC GROWTH IN ALL BARANGAYS BY STRENGTHENING THEIR COMPETITIVE POSITIONS TO ENTICE NEW INVESTORS, RETAIN OLD INVESTMENTS AND CREATE BUSINESS AND JOB RESULTING TO AN IMPROVED QUALITY OF LIFE FOR THE PEOPLE OF CAINTA.

 

4.) ADOPTS SYSTEM AND PROCEDURES INITIATED BY QUALIFIED PERSONALITIES FUNCTIONING WITH INTEGRITY, TRANSPARENCY AND EFFECTIVENESS COUPLED BY THE ABILITY TO SERVE ALL FAIRLY WITHIN A REASONABLE TIME FRAME.
